'lc have recently been notified Jf a problem involving your procedure for itanagement and 5..'mr.
'ar materkl transactions to the Nuclear Materials reporting specia' ni r.
is System. Specifically, your practice of report'r C
els.ent and isov values to fractions of a gram has caused difficul".s l'
'th inputting ee data to the System which is designed to accept value to the nearest whole reporting unit. The only exception to this is for lutonium-233 which must be reported to the nearest tenth gram. These muirements are spelled out in the instructions for completion of Fom Nia,/ DOE-741 which you are reouf red to fclicw.
To resolve this problem, !!r. C. Emeigh of my staff has been in contact with
~
I'r. Vaughan of the GE staff and ccgnizant personnel within NRC. Cased on these discussions, we have developed an understanding of your rat.ionale for implementiriglyour revised reporting procedure. However, the N!'liSS cannot be medffied to accept fractions of a unit. Recognizing this limitation, the following procedure has been agreed upon:
Effective October 1,1979, General Electric will report all alement and isotope values on the !!PC/COE 741 Fom to the nearest gram.
Internally, assignad values may continue to be recorded to f ractions of a gram.
It is recognized that a small imbalance may occur on the ::aterial Status Report as
~
the result of rounding. General Electric should be prepared' to demonstrate that the imbalance is solely the result of rounding.
The impact of adopting this procedure will be assessed during a future inspec tion.
If it is deternined that additional records are necessary, you will be so notified.
