RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION (IE BULLETIN 79-058)
Item 1 Florida Power Corporation has developed procedures for establishing and maintaining natural circulation at CR#3.
These procedures were developed based on the guidelines and analysis supplied by B&W.
The training program that has been conducted at CR#3 included in-plant classroom instruction using the revised Natural Circulation Procedure (AP-113).
The licensed Control Room Operators at CR#3 have completed simulator training at B&W for the TMI-2 events which included the identification of the parameters which will indicate that natural circulation has been established.
Item 2 The plant procedures at CR#3 have been revised and implemented to include the requirements described in Items 4a and 4b of IE Bulletin 79-05A and Item 2 of IE Bulletin 79-05B.
Item 6 The plant procedures at CR#3 have been revised and implemented requiring NRC notification within one hour fror,; the time of discovery that the reactor is not in a controlled or expected condition of operation.
Further, at that time an open communication will be established and maintained with the NRC.
