The NRC staff and its consultant have completed a review of the Dames and Moore report entitled " Review of Liquefaction Potential, La Crosse Boiling Water Reactor (LACBWR), Near Genoa, Vernon County, Wisconsin".
This report was transmitted from Dames and Moore to you by Mtter dated g
March 12,1979. At our request, it was provided to the staff on March 19,1979.
The comments of our consultant, Dr. William Marcuson, are enclosed along with the results of the staff's review.
l Subject to the comments and recommendations contained in the enclosure, we have found the planned program for further work, outlined in Section 7.00 of the Dames and Moore report, to be acceptable for determining the potential for liquefaction in the imediate vicinity of the contain-ment butiding.
We would like to stress, however, that as part of the Systematic Evaluation Program we also are interested in the stability of the turbine building and the crib house. We previously expressed this interest to your representatives at our meeting in Bethesda on February 9, 1979.
To establish the soil conditions under the turbine building and ib house, additional borings may be required. The l,
number of adcitional borings (if any) will depend on the results obtained from your currently planned borings around the containment building.
g In addition, it is our posnion that the currently planned program must include sufficient data at appropriate stress ratios to determine the factors of safety against liquefaction at critical depths for a range of assumed peak ground acceleration levels (0.12g to 0.20g) so that a threshold liquefaction resistance level can be estimated.
