ENCLOSURE 1 Docket No. 50-407 Notice of Violation Based on the results of the NRC inspection conducted January 23-25, 1979, it appears that certain of your activities were not conducted in full compliance with your reactor license or NRC requirements as indicated below:
Technical Specification 6.3, Operating Procedures, states in part that
" Written procedure::, reviewed and approved by the Reactor Sr.fety Committee shall be in effect and followed for the following items...."
Contrary to the above requirement, Procedures contained in the " Nuclear Engineering Laboratory Operations Manual" were not followed relative to:
Completion of administrative review of records for monthly checklists B.4 and B.5 as required by Section 4.3 of the Operations Manual for the period August 30, 1978, to January 25, 1979.
This is an infraction.
