Thank you for your letter of January 25, 1979, in response to our letter dated December 22, 1978, with an enclosure. We have no further questions at this time. We will review your corrective action during a future inspection.
Concerning your proposal for permitting NRC inspectors access to S&L proprietary information, this item was discussed briefly with NRC Headquarte rs personnel.
It is their initial opinion that para-graph 2.790(a',(4) of 10 CFR Part 2 together with the requirements of paragraph 0.735-3 of 10 CFR Part 0 (Conduct of Employees) and the Code of Ethics for Government Service would provide you the same or better assurance of non-disclosure than the inspectors signature on an agreement.
Nevertheless, we are sending your document to NRC Headquarters for review by our legal staff. We will provide you further information on this item later.
