Dear Mr. Secretary:
We received yesterday a copy of a document dated December 23, 1978, which was served on the NRC " Director of Hearings" and " Filing Clerk."
The document was filed by an organization in Tarrant County, Texas, and purports to be a request to intervene in the " Application of Texas Utilities Generating Company for an Operating License for Comanche Peak Steam Electric Station Unit fr l. "
NRC Staff Counsel advises that he contacted the author of the document, Nancy H. Jacobson, and confirmed that it is intended to relate to the operating license proceeding for Comanche Peak.
As you are aware, the NRC has not yet pub-lished in the Federal Register a notice of opportunity for hearing with respect to the Comanche Peak operating license proceeding.
Accordingly, this request to intervene in that proceeding is premature.
