Dear Mr. Ippolito:

Enclosed herewith is the General Electric (GE) supplemental reload licensing report for Carolina Power & Light Company's Brunswick Steam Electric Plant (BSEP) Unit No. 2 for the upcoming refueling and Cycle 3 operation. The enclosure to this letter is GE's NED0-24587, " Supplemental Reload Licensing Submittal for BSEP Unit 2 Reload 2 (Recirculation Pump Trip Feature)." Forty (40) copies of this document are enclosed for your use and review. The reload and previous cycle exposures detailed on Page 1, Section 3 of NED0-24587 are not intended to bound the exposures which may be achieved during these cycles, but rather are nominal estimates for the cycles.

As was discussed with the NRC licensing project manager on December 6, 1978, Unit 2, Cycle 2 duration has been extended in order to accommodate BSEP Unit 1, Cycle 1 duration capabilities. To account for this Cycle 2 extension, the analyses in the enclosed GE report will be supplemented at a later date.

During our conversation with the NRC licensing project manager on December 6 and again during a telephone conversation on December 8 with the NRC licensing project manager and NRC staff reviewers, we discussed the schedule which GE anticipates they can meet to reanalyze Cycle 3 operation based on the higher Cycle 2 exposure. General Electric has committed to provide us the higher exposure analysis on February 16, 1979. We expect to provide an immediate turn-around of this document and to submit it shortly thereafter to the NRC staff. At that time, technical specification changes necessary for refueling and Cycle 3 operation will be transmitted to you as a supplement to this reload submittal. The appropriate license amendment fee will be included with the re-quest for technical specification changes. In addition, we will respond to your December 21, 1978, letter concerning startup physics testing as soon as possible.

At the present time, the Unit 2 refueling outage is scheduled to begin March 4, 1979, and ascent to power is scheduled to begin May 6, 1979.

Because of the extensive security and fire protection modifications which must be made during the outage to ( ..aply with NRC regulations, we have been forced to schedule overlapping outages for BSEP Units 1 and 2. In addition, H. B.

Robinson Unit 2 is scheduled to begin its refueling outage very soon af ter BSEP Unit 2 returns to power. It is extremely import. ant, therefore, that the NRC staff review be completed and the appropriate license amendments be issued in a time period that allows us to return to power in accordance with the above schedule.

Should you have any questions concerning our present submittal, please contact our staff, and we will be glad to discuss these issues or, if necessarv, arrange a meeting with your staff.
