2) Meeting NRC Offices, ver Springs 12-15-78 Dear Mr. Partlow and Mr. McCorkle The purpose of this letter is to advise your office of the General Electric intent to substantially reduce our heldings of nuclear materials at the Vallecitos Nuclear Research Center. You are requested to accept this letter of intent as basis for deferral of the initiation of additicual safeguards
rules, i.e.,

70.57, 73.20, etc.

Currently in work is a business plan which will identify the materials, types, forms and quantities which will be retained after September 1979.

The total special nuclear material retained will not exceed 1.799 kg., with

.999 kg. being allocated to the Plant #5 and the remainder divided between three of the four remaining plants.

General Electric will remain in full compliance with the current regulations pertaining to materials accountability and physical security. In the near future a matrix of materials to be retained will be forwarded to you.

It will show material type, form, enrichment, quantity. Further, the storage and work locations will be noted along with an indication of scheduled activity and frequency. Appropriate safeguards will be noted. For the period of January to August, additional physical security measures will be taken in lieu of the upgraded training (10 CFR 73.20) requirements. These will be identified to you along with the matrix of materials. At the time material removals are completed in August 1979, appropriate reduction of unnecessary safeguards will be enacted.
