1.0 Purpose I

This document describes the quality assurance program of the UNC Fuel Recovery Operations for procurement, inspection and use of shipping containers for radioactive materials, in compliance with 10CFR71.51.

2.0 Scope i

The application of this program is' limited to the extent of the require ents of 10CFR71.51 and Appendix E to 10CFR71.

Only unirradiated uranium-bearing special nuclear material, source material or small sealed radioactive sources are involved in shipments by UNC-FRO.

Packages and conditions for shipment of irradiated fuel, high level waste and pluto-nium are specifically excluded.

Based on the simplicity Of the standard design containers used by UNC-FRO, and their significant record of acceptable fabrication and safe use, this program does not involve extensive use of formal, detailed procedures in providing the degree of quality assurance necessary for compliance.

3.0 Organization 3.1 Corporate Organization UNC's management structure for shipment of radioactive material begins at the division level and, therefore, no corporate organization is presented.

The General Manager for UNC-FRO is responsible for the overall management of the plant.

The Manager, Quality Assurance (QA) reports directly to the General Manager and is responsible for the planning, administra-tion, and control of quality assurance programs for i

UNC-FRO.

An organization chart depicting the manage-i ment structure for UNC-FRO, designed specifically to t

identify all the units which have responsibilities associated with quality assurance programs, is shown in Figure 1.1 which is located in the Appendix.

QAP-001 4.0 Quality Assurance Program Quality assurance comprises all necessary actions to provide adequate confidence that a transpcrtation package will perform satisfactorily in service.

The UNC-FRO QA program insures that a package and its use have the reliability for which the safety and performance of the package were, evaluated.

4.1 Desion Control Since UNC-FRO uses only standard design D.O.T.-

approved containers, or is a registered user of USNRC approved containers, this section of 10CFR71, Appendix E is not applicable.

4.2 Procurement Document Control Standard drawings and descriptions are utilized in the procurement of containers for shipping purposes at this facility, and are considered by UNC-FRO to be adequate to meet this requirement of

Vendors are required to certify that these documents have been complied with.

4.3 Instructions, Procedures, and Drawings Standard drawings are utilized by UNC-FRO.

In addition, written procedures or checklists are provided by Quality Assurance or NIS (Nuclear and Industrial Safety) when they are considered by UNC to be necessary to control those activities which affect shipping container quality.

4.4 Document Control Issue of and modifications to documents specifi-cally generated by UNC in support of this quality assurance program are controlled by the Quality Assurance Department.

4.5 Control of Purchased Materials, Parts and Components Selected samples of purchased shipping containers will be inspected by UNC-FRO or sent to an indepen-dent party for inspection to insure that they con-form to procurement documents, certifications and specifications and for determination of acceptance or rejection of the lot.

Shipping containers which are rej ected will not be utilized for shipping until they are dispositioned as being acceptable (with or without repair) by UNC-FRO.

49 CFR).

4.7 Control of Special Processes This section of 10CFR71, Appendix E is not considered to be applicable to UNC-FRO, since we do not engage in the fabrication of shipping containers, and since the

. fabrication of shipping containers procured by UNC-FRO utilizes only standard industrial techniques.

4.8 Inspection Inspection of shipping container fab." cation operations is not considered to be necessary, due to the standar-dization, simplicity of design, and ease of fabrication associated with UNC-FRO procured shipping containers.

Inspection of delivered shipping containers will be performed as described in Section 4.5 of this document.

4.9 Test Control Since UNC-FRO uses standard DOT and USNRC approved container designs, container testing is not required, and this section of 10CFR71, Appendix E is not applicable.

4.10 Control of Measuring and Test Equipment Since UNC-FRO does not engage in testing of shipping containers, test equipment control is not applicable to this program.

Measuring gauges used by UNC-FRO for inspection of shipping containers will be calibrated to maintain their accuracy within necessary limits.

No formal calibration program is required for this activity.

No calibration of dimensional measuring instruments will be performed where tolerances of greater than 0.001" are permitted.

4.11 Handling, Storage, and Shipping Established procedures governing shipping activities are utilized by UNC-FRO.

These procedures define the organizational responsibilities for those activities related to shipment of nuclear materials.

Due to the simplicity of design of the shipping containers used by UNC-FRO, specific written procedures governing handling and storage are not considered to be necessary or applicable.

QAP-001 4.12 Inspection, Test and Operating Status Inspection status of shipping containers will be controlled to the degree necessary to assure that the required inspections are complete prior to the use of the containers.

Nonconforming shipping con-tainers will be appropriately "entrolled to prevent inadvertent use.

4.13 Nonconforming Materials, Parts or Components

, Nonconforming items will be controlled by a technique suitable for assuring that they are not utilized until their acceptability is established and documented.

4.14 Corrective Action Conditions adverse to quality are identifie? and reported to the appropriate level of management.

When possible, the cause of the condition adverse to quality shall be determined and corrected.

If the situation is deemed to be generic, and not just an isolated situa-tion, the condition, its cause, and the actions taken to protect against recurrence will be documented and appropriate follow-up made to assess the effectiveness of the corrective actions.

4.15 Quality Assurance Records Appropriate records will be kept, as required elsewhere by this program, and maintained in a manner consistent wid1 applicable regulatory requirements.

4.16 Audits Annual audits will be carried out to verify compliance with all aspects of the quality assurance program, and to provide a means of evaluating the effectiveness of that program.

Audit results will be documented, and corrective actions taken when applicable.
