'00CKET NO. 50-336 NORTHEAST NUCLEAR ENERGY COMPANY, ET AL NOTICE OF ISSUANCE'0F AMENDMENT'TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission.) has issued Amendment No.46 to Facility Operating License No. OPR-65, issued to Northeast Nuclear Energy Company, The Connecticut Light and Power Company, The Hartford Electric Light Company, and Western Massachusetts Electric Ccmpany, (the licensees), which revised Technical Specificat' 's for operation of the MiUstone Nuclear Power Station, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. The amendment is effective as of its date of issuance.

The amendment modifies the existing Technical Specifications by changing the acceptable Resistance Temperature Detector (RTO) response time in Reactor Protection System from less than or equal to five seconds to less than or equal to ten seconds.

This change also affects the computation of the Thermal Margin /Lew Pressure trip setpoint.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment, 7 90116 0 0 M

The Conission has determined that the issucnce of this amendmant will not result in any significant environmental impact and that pursuant to 10 CFR I Sl.5(d)(4) an envircnmental impact statsmant, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
