Dear Mr. O'Reilly:
We offer the following responses to the apparent Item of Noncompliance in the referenced Inspection Report.
Technical Specification 6.8.1 requires that written administrative procedures be developed, implemented and maintained. Administrative Instruction AI-500 requires a jumper log to be maintained. Compliance Precedure CP-ll4 implements this requirement by controlling the review, approval, installation, remov..
nd all accountability of jumpers.
Contrary to the above, on November 8, 1978, two instances, listed below, were identified wherein adequate control of jumpers var not maintained.
In addition, the licensee's review of the jumper log, each shift from September 13, 1978, through November 7, 1978, failed to identify these problems.

On September 7, 1978, Jumper 09-94 was installed without having been properly approved, and remained installed through November 8, 1978.
2.
Removal of Jumper 09-41 was not reflected in the Jumper Log.
This jumper was installed on September 13, 1978, and removed later in September.

Response: As indicated in Paragraph 5.C.1 of the Inspection Report, the item in question was an inadvertent error made by the Shift Supervisor. All Shift Supervisors have been cautioned regarding the nee _ to exercise care in filling out Jumper Recoi3s. The Shift Supervisor review, however, would not have detected this error as only " approved, installed" jumpers are retained in the log.
No further corrective action is deemed necessary and full compliance has been achieved.

Response: During the daily Shift Supervisor reviews, Jumper 09-41 should have been identified as outstanding. The physical removal of the mechanical gag with Jumper 09-41 attached was accomplished by members of the Florida Power Traveling Maintenance Crew.
The action taken to provide corrective action for this item is a documenter" monthly review of outstanding Jumpers and Clearances.
Short term instructions have been issued to accomplish this review and impending changes to the Master Surveillance Plan, SP-443, will be implemented.
Full compliance has been achieved as of this date.
