Dear Mr. Goodwin:

By letter of August 2, 1978, you submitted Revision 2 to the Amended Security Plan for the Trojan Nuclear Plant. As the result of our review of this document we have developed the enclosed list of comments and questions identified in Enclosure 1.

On December 7, 1978 these were discussed by telephone with you. All except nine of these items were resolved upon your commitment to further revise the Amended Security Plan. The unresolved items are denoted by the symbol [U] and their status is summarized in Enclosure 2.

These enclosures, which are being withheld from public disclosure, are transmitted to you so that they may be used as the basis of discussion during the site visit by the review team scheduled for January 4,1979.

The purpose of the visit will be to resolve all outstanding items so that you may be found in full compliance with the requirements of 10 CFR 73.55 by the deadline of February 23, 1979.
