7590~01 UNITED STATES NUCLEAR REGULATORY COMf1ISSION DOCKET NO. 50-219 JERSEY CENTRAL POWER & LIGHT CCMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATING LICEflSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 4 to Provisional Operating License flo. DPR-16, issued to Jersey Central Power & Light Company (the licensee), which revised the Technical Specifications for operation of the Oyster Creek Nuclear Generating Station (the facility) located in Ocean County, New Jersey.
The amendment is effective as of its date of issuance.
The amendment revises the definitions of shutdown and refuel condition in Section 1.0 of the Technical Specifications and eliminates unnecessary operability and serveillance requirements on soecified protective instrumentatic' while in the shutdown, refuel, and startuo nodes.
The amendment also allows the pressure reliei function of the electromatic relief valves to be inoperable or bypassed to permit the ASME Code System hydrostatic oressure tests at the end of the ten-year inspection interval. Typographical errors have been cor*>cted and Technical Specifications Sections 2.1 and 3.5 have been clarified.
The application for amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made apcropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
