Subject:

Emergency Boiler Feedwater System Pursuant to the request for a license amendment delineated in Referent (b) and Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change:

PROPOSED CHANGE:

This change modifies the specific surveillance requirements for the Emergency Boiler Feedwater System.

REASON FOR CHANGE: These modifications as requested by the USNRC add requirements to the Technical Specifications which provide additional verification of Emergency Boiler feed flow path prior to startup from cold shutdown and modifies the description of existing surveillance testing.

BASIS FOR CHANCE: The modifications to the Technical Specifications are based on the Emergency Boiler Feedwater System as described in Reference (c) and meet the requirements proposed by Reference (b).

SAFETY CONSIDERATIONS: The Technical Specification modifications will*

enhance the reliability of the Emergency Boiler Feedwater System by specifying the p" er surveillance testing of the system.

United States Nuclear Regulatory Commission Janaary 31, 1980 Attn: Office of Nuclear Reactor Regulation Page 2 FEE DETERMINATION: The USNF~ by letter (Reference (b)), requested that Yankee Atomic submit a proposed change to the Technical Specifications; adhering to the guidance outlined in said letter, to assure acceptable performance of the Emergency Boiler Feedwater System. We conclude that this amendment is exempt from any fees defined in 10CFR170.12(c) ainee this amendment results from a written NRC request for an application to amend the Technical Specifications.

SCHEDULE OF CHANGE: The Yankee Rowe Operating License will be amended immediately upon Commission approval.
