The Special Nuclear Material License, SNM-1716, for Sequoyah Nuclear Plant unit 1 will expire January 30, 1980. An extension to SNM-1716 is necessary because of delays.

Unit 1 of the Sequoyah plant became ready for fuel loading on November 15, 1979, but no operating license has yet been issued. Because of the commissioners' recent announcement on issuance of new nuclear plant licenses, it appears that NRC will not issue an operating license for Sequoyah before January 1, 1980.

Accordingly, we request a further extension of SDI-1716 to provide a sufficient contingency until such time as NRC resumes licensing new nuclear plants.
