Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Cnange Request No. 80 In accordance with 10 CFR 50.59 and 10 CFR 50.90, Jersey Central Power &
Light Company, owner and operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, request changes to Apperriix A of tnat license.
Section 3.5..\\.9 of the Tcennical Specifications will be revised to reflect a reduction in the minimum suppression chamber downcomer submergence level.
Tne subject Technical specification Change is a result of the Mark I Containment Long Term Program as presented in General Electric's Report "NEDL-21885-P, Mark I Downcomer Reduced Submergence - Functional Assessment Repor t." The report was forwarded to the Nuclear Regulatory Commission by General Electric on July 31, 1970.
Tne Technical Specification Cnange Request has been reviewed and approved by the Station Superintedent, the Plant Operations Review Committee, and an Independent Safcty Revieu Group in accordance witn Section 6.5 of tne Oyster Creek Technical Specifications.
We nave determincd that this submittal is Class III per 10 CFR 170.22 and have enclosed a check for 34,000 pursuant to that section.
