Dear Sir:

To assist your Staff in carrying out its responsibility to inform the Atomic Safety & Licensing Board for the Control Building Proceeding of shutdown of the Trojan Nuclear Plant, the following information is provided concerning a Plant shutdown on January 6,1980.

During the morning of January 6, 1980, main condenser vacuum began decreasing slowly. Plant output was reduced, the main turoine was tripped at 11:53 a.m., and the reactor was manually tripped at 11:59 a.m.

An air leak into the main condenser has been repaired and the Plant returned to power operation at 10:10 a.m. on January 7,1980.

Attached to this letter is a list of Requests for Design Changes (RDCs) associated with the modification program described in the Report on Design Modifications for the Trojan Control Building (PCE-1020). These items are modifications involving piping supports necessary to qualify piping systems for response spectra developed in accordance with PGE-1020, Appendix B.

The items on this list will not individually or collectively with other modifications reduce the shear capacity of any major shear wall by greater than 1 percent. Nor do the items involve weight additions which may result in an increase of greater than 1 percent of the calcu-lated lateral forces in any major shear wall.

The Licensee will continue to keep the Board informed of activities at Trojan as described at the March 30, 1979 Prehearing Conference (Tr. 3204-05).

The relationship of the work with the Control, Auxiliary and Fuel Building structures is briefly summarized below:

Modification Relationship 79-028 Job No. 26: Modification The existing floor mounted of existing restraint for stanchion pipe support for the Containment spray piping, 10 in. pipe at El 55 ft in the GCB-9-1 (H 21).

Auxiliary Building will be modified with additional steel and welding.

Job No. 46: Modification The existing floor mounted of existing restraint for stanchion pipe support for the residual heat removal 12 in. pipe at El S5 ft in the piping, RH-601R-7-1 (SR 63).

Auxiliary Building will be modified with additional steel and welding.
