Dear Mr. Gossick:

Under the provisions of the Freedom of Information Act, S U.S.C. 552, I am requesting copies of all records, written or recorded in any manner, relating directly or indirectly to the seismic safety aspects of all three units of the San Onofre nuclear generating station located near San Clemente, California.

Records being requested include, but are not limited to, all documents held by the U.S. Nuclear Hegulatory at any location, in permanent or temporary storage as of the date of this request, whether those records originated inside or outside the U.S. Nuclear Regulatory Commission.

If there are any fees for searching, copying or mailing the records I have requested, please inform me before you fill the request.

I am requesting this information because the subject matter directly and materially relates to the safe operation of the San Onofre nuclear generating station which is just 15 niles north of our address in Oceanside.

As you know, the act permits you to reduce or waive the fees when the release of the information is considered as "primarily benefiting the public".

I believe that this request clearly fits that category and I therefore ask that you waive any fees.

Please consider that our newspaper is delivered daily to 28,000 North San Diego County homes.

Another paper in our chain is the largest local newspaper circulating in San Clemente.

If all or any part of this request is denied, please cite the title and nature of each piece of information being withheld and the specific exemption (s) which you think justifies your refusal to release each piece of information.

Please also inform me of the appeal procedures available to me under the law.

I would appreciate your hai.dling this request as quickly as possible and I look forward to hearing from you within 10 days, as the law stipulates.
