8:30 A.M. - 12:00 Noon: Meeting with NRC Staff (Open) - The Comittee will hear reports and will discuss proposed plans for NRC Implenentation of the recommendations of the President's Com-mission on the Accident at tree Mile Island and the TMI-2 Lessons tearned Task Force Final Reprt (NUR G-0585).

1:00 P.M. - 2:30 P.M.:

Meetina with NRC Staff (Ocen) - The Committee will hear presentations and discuss the proposed pause in nuclear power plant licensing, and propsed alternatives, with representatives of the NRC Staff and the nuclear industry including an extended low-power start-up program for the Sequoyah Nuclear Plant.

Executive Session (Ocen) - The Coamittee will heat ' report by one of its members and will discuss proposed plans by the President to implement reccramendations of the President's Cocmission on Wree Mile Island (tentative).

3:30 P.M. - 4:30 P.M.:

Meetino with Nuclear Reculatory Commission (Ocen) - The Committee will meet with the members of the Nuclear Regulatory Commission to discucs proposed plans for imple-

mentation of lessons learned from the accident at tree Mile Island arx! the related pause in licensing of nuclear powr facilities. A prtion of this session, if necessary, will be devoted to discussion of recent ACRS reports to the Commission on the NRC Safety Research Program (NUREG-0603) and Evaluation of Licensee Event Reports (NURE",-0572).

4:30 P.M. - 5:45 P.M.:

Meeting with NRC Staff (Open) - The Committee will hear a report and will discuss with members of the NRC Staff a propsed revision of NUREG-0606, Unresolved Safety Issues.

Saturday, December 8,1979 8:30 A.M. - 4:00 P.M.:

Executive Session (Cren) - The Committee will continue its discussion of proposed ACRS comments and reccr:mendations regarding the NRC regulatory process and will also discuss proposed ACRS comments and recommendations regarding proposed action to imple-1835 288

. ment the reccxanendations of the President's Comirsion on tree Mile Island; the TMI-2 Lessons Learned Task Force Final Report; and the proposed pause in nuclear power plant licensing and ap-propriate alternatives.

We Committee will discuss proposed replies to NRC Ccmissioners regarding follow-up and implementation of ACRS recorrnendations, and ACRS recorxnendations regarding NRC regulatory requirements which may warrant changes.

We Comittee will discuss candidates nominated and and will elect its officers for Calendar Year 1980.

We Cemittee will hear a report from its Subcamnittee on the Mark I Pressure Suppression Containment Long Term Program.

We future schedule for Committee activities will also be discussed.

W e Committee will complete discussion of items considered during this meeting.

Portions of this session will be closed as necessary to discuss Proprie-tary Information related to matters being considered, and to protect information the release of 'hich would represent an unwarranted inva-sion of personal privacy.

-S-Procedures for the conduct of and participation in ACRS meetings were pblished in the Federal Register on October 1,1979 (44 FR 56408).

In accordance with these procedures, oral or written statements may be presented by members of the public, recordings will be permitted only during those prtions of the meeting when a transcript is being kept, and questior.s may be asked only by members of the Ccemittee, its con-sultants, and Staff. Persons desiring to make oral statements should notify the ACRS Executive Director as far in advance as practicable so that appropriate arrarx3ements can be made to allow the necessary time during the meeting for such statements. Use of still, motion picture and television cameras during this meeting may be limited to selected portions of the meeting as determined by the Chairman.

Information regarding the time to be set aside for this purpose may be obtained by a telephone call to the ACRS Executive Director (R. F. Fraley) prior to the meeting.

In view of the possibility that the schedule for ACRS meetings may be adjusted by the Chairman as necessary to facilitate the conduct of the meeting, persons planning to attend should check with the ACRS Executive Director'if such rescheduling would result in major in-convenience.

I have determined in accordance with subsection 10(d) P.L.92-463 that it is necessary to close portions of this meeting as noted above to 1835 290 m
