Dear Mr. Keppler:

This report is submitted as required by Technical Specification 3.3.3.4, as the required Meteorological Monitoring Instrumentation was operating improperly from December 24, 1979, until January 7, 1980.

A Special Report was previously submitted on December 28, 1979, concern-ing the inoperability of the Meteorological Instrumentation while install-ing new equipment (copy attached).

The installation of the new equipment was completed on December 24, 1979.

On January 7, 1980, while experiencing high winds, it was discovered that recorded wind direction was 180 f rom actual wind direction.

Investigation revealed enzt during the installation of the new Meteorolo-gical Monitoring Inr.rumentation, the transmitter leads were inadvertantly reversed. This resulted in the 180 wind direction error.

The discrepancy was corrected on January 7, 1980.

All wind directions were recorded between the dates of December 24, 1979, and January 7, 1980.

However, the wind direction data for this period was recorded 180 from actual wind direction.

ihe Meteorological Monitoring Instrumentation was taken out-of-service on December 12, for the installation of new meteorological equipment, of a modified design, to improve Meteorological System operability during the win-ter months. The completion of the new equipment installation was delayed by several days of adverse weather conditions, preventing any work on the weather tower.

After completing the installation and calibration of the new equipment, the Meteorological Monitoring Instrumentation was determined to be operable on December 24, 1979. No gaseous releases were made during this time period.
