Webster discovered that the control panel for the control room air conditioning water chiller units was not qualified to seismic Category I requirements.

Probable Consequences of Occurrence In the event of a seismic occurrence, this panel and its internal control equipment could be damaged causing chiller malfunction. This , however, would not af fect plant operation because there is a combined total of six control room air conditioning chiller units (common to Units 1 and 2) of which only two are required to naintain control room ambient below the design temperature limits of electrical equipment required for the safe operation of the plant. Also, alternate meansof cooling the control room with outside air during the cold weather months could be accomplished. The health and safety of the general public were not endangered by this event.

The chiller unit tontrol panels for Unit 2 are identical and are similarly a f fected.

Cause of Occurrence ,

The exact cause of this discrepancy is not known at th is t ime . However, it appears that it may have resulted from a deficiency by the equipment man u f ac tu re r.

Immediate Corrective Action The vendor is reviewing control panel electrical components and vibration test reports for equipment qualification. Also, Stone E Webster is reviewing seismic adequacy of the control panel and researching control equipr2nt previously qualified for possible correlations.

Scheduled Corrective Action A shake test of one of the control panel assemblies will be attempted to verify its ability to withstand earthquakes.

Actions Taken to Prevent Recurrence No further actions are required.
