Dear Mr. Peoples:
As part of our generic review of secondary system flow instabilities at nuclear power plants, we have reviewed your submittals dated July 17, 1975, August 17, 1976, January 20,1978, June 19, June 20 and August 8, 1979, for the Zion Station and plant operating data. Your submittals resulted from our generic request of May 13, 1975 on secondary system fluid flow instability (characterized as." water hammer").
We have concluded that water hammer events due to the rapid condensation of steam in the feedwater systems at Zion Station do not present an undue risk to the health and safety of the public as a result of transient or accident conditions.
Furthermore, the actions you have taken a 3 additional J-tube installation, when completed, will enhance the safety margin to damaging water hammer events. However, we will continue to monitor your operating reports for indications of water hammer and will reexamine this matter if such indications appear.
Enclosed is our Safety Evaluation that addresses your facility.
