Crystai River Unit 3 Docket No. 50-302 Operating License No. OPR-72 Amendment No. 53 to G#3 FSAR
Dear Sir:
Enclosed for your review is Amendment No. 53 to the Crystal River Unit 3 Final Safety Analysis Report (FSAR).
Amendment No. 53 contains two revisions to Section 1.7, Quality Prcsans of tne CRv3 FSAR.
The first change is to Section 1.7.6.7.1.e on page 1-61c which is being revised to make the wording in this section concerning temporary procedure change consistent with Section 6.8.3 of CRv3 Technical Specifications. At the present time, a safety review of all temporary changes to procedures is made to insure that an unreviewed safety issue is not created by such changes to saf ety-related and non-safety related procedures. alike.
The present wording in Section 1. 7. 6. 7.1.e is not consistent with this policy and Technical Specification 6 8 3 The second change is to Section 1. 7. 6. 7.1.o. 5 on page 1-61k.
This proposed revision concerns reinspection of reworked or repaired materials, parts, components, systems, and structures.
It is our contention that any attempt to reinspect reworked or repaired items for acceptability using original or equal to original inspection techniques / methods as implied by Section 1.7.6. 7.1.o. 5 is not practical. Therefore, we are submitting this request for revision to Section 1.7.6.7.1.o. 5 of the FSAR to bring it more in line with paragraph 5. 2.14 of ANSI N-18 7-1976.
We have concluded that this request is a Class II amendment per 10 CFR 170.22 as it involves issues that are pro forma and administrative in nature and that have no safety or environmental significance.
Enclosed is FPC's licensing fee, in the amount of one thousand two hundred dollars ($1,200) for Amendment No. 53.
