STATE OF ILLINOIS RESPONSE TO MEMORANDUM AND ORDER RELATING TO INTERGRANULAR STRESS CORROSION CRACKING IN STAINLESS STEEL TYPE 304 COMPONENTS OF SPENT FUEL STORAGE POOL On September 14, 1979, the Atomic Safety and Licensing Board ordered that the parties to the Zion spent fuel pool modification proceeding submit affidavits discussing the extent to which Stainless Steel type 304 would be present in the modified pool and the effects on the steel of immersion in the pool water.

In response to the Board Order the State of Illinois

[Intervenor) submits the affidavit of Dr. Robert N.

Anderson, a metallurgist and expert in material failure and corrosion.

It is Dr. Anderson's opinion that the Applicant and Staff have not submitted sufficient evidence to show that intergranular stress corrosion cracking (IGSCC] in the Zion spent fuel pool will not lead to mechanical failure of the racks.

The State of Illinois therefore moves the Board to order Commonwealth Edison to submit to the Board the appropriate information 1768 262 1 8001180 093 6-

2-specified by Dr. Anderson, that is needed to answer the questions raised by the Board.

This additional information should include, at least, accurate calculations to show the basis for opinions of affiants; analyses and tests upon which calculations and opinions are based; proposed test programs and monitoring procedures to be used to assure that IGSCC in che pool can be observed and controlled; detailed repair procedures to be utilized in the event that significant IGSCC is detected.

WHEREFORE, Intervenor moves the Board to order Commonwealth Edison to supply the information requested in additional affidavits; or in the alternative, to reopen the hearing in this case to allow for the submission of testimony on the questions raised by the Board in its Order.

In either case the State of Illinois requests the right to respond to any additional evidence or argument submitted by the Applicant or the Staff.

In addition, should the Board grant the license requested by Applicant in this proceeding, Intervenor moves the Board to include as license conditions specific test, monitoring and repair programs directed towards prevention of future IGSCC and attendant rack failure.
