C0!PENTS ON H. R. 5867, CHARTER OF N. S. SAVANNAH TO PATRIOTS POINT DEVELOPMENT AUTHORITY By memorandum dated November 30, 1979, Mr. Slaggie of your staff requested comments on a bill (H. R. 5867) to authorize the Secretary of Ccamerce to charter the Nuclear Shio Savannah to the Patriots Point Developrent Authority. First of all, we do not anticipate any licensing problem associated with the bill and, therefore, have no recomended chances. With respect to a cost estimate, we believe that the additior.al cost to the NRC in staff review time would range between $5000 and $12,000. The cost would depend on the completeness of the application from the Patriots Point Developme nt Authority for transfer of the possession only license.
The bill would cause no change in NRC staff time to review of the ultimate disposal of the ship. Disposal of the ship would remain the responsibil"y of the Maritime Administartion.
The Patriots Point Development Authority is an Agency of the State of South Carolina and, therefore, we would not assess any licensing fees (see 10 CFR 170.11) to offset any NRC staff review costs.
The Maritine Administration is also exempt from NRC licensing fees.
