Dear Mr. Scoggin:
Your letter of November 21, 1979 requested me to clarify NRC's position as to your enrollment in the Radiological Emergency Response Operations (RER0) training course, conducted for State and local government personnel.
First of all, as a matter of practice, we do not fund training programs for the private sector, nor do we have any such authority to do so.
We can provide training to governmental entities however.
Second, we do not have an official letter from the State of Delaware, certifying that you will be assigned as a volunteer member of their radiological emergency response team.
Third, since Delmarva is a part owner of nuclear facilities, and an accident could happen at a Delmarva partly owned nuclear power station, it is not clear to us as to whether your management would make you available to the State of Delaware under those circumstances.
It is also not clear whether or not your management perceives a role for you, on the Delmarva Staff, in the event of an accident or an emergency at one of the nuclear power stations, in which Delmarva has a financial interest.
To clear this matter up, and to make you eligible for this training, we ask for two things:
1.
A letter from the Director of the Delaware Division of Emergency Planning and Operations, certifying you as a volunteer member of the State Radiological Emergency Response Team.
(This is the usual requirement for all candidates for the RER0 training program).
2.
A certification for our records, from an appropriate official
.of Delmarva, that you are not now, or will be in the future, assigned any function under the radiological emergency response plan, or designated as a member of the emergency response organization for a nuclear facility in which Delmarva has an 1685 292 interest.

John K. Scoggin, Jr. Although we will not require a third recommended item, I think that the State of Delaware would be interested in having a letter from your employer that they would be willing to have you serve as a volunteer on the State team.
Upon receipt of the above two numbered items, we will be happy to enroll you in the RERO training program, at first opportunity, as a volunteer member of Delaware's Radiological Emergency Response Team.
