NRC Environmental Monitoring Stations Around the Yankee Atomic Nuclear Power Station This letter is a followup to a telephone conversation between Mr. W. Billings, of your staff and Mr. M. Slobodien of my staff held on November 30, 1979.

As part of an improved program of independent measurements and emergency response capability, the NRC's Office of Inspection and Enforcement has initiated a nationwide program of environmental radiation monitoring around all operating nuclear power reactors.

In this program the NRC will supply thermoluminescent dosimeters (TLD's) to participating states on a quarterly exchange frequency which are placed in cartridges supplied and located by the NRC around reactor sites.

State personnel have the responsibility for exchanging dosimeters; the NRC will read the TLD's, analyze and report the data to the states and to the particular licensed faclility being monitored.

Up to 50 stations each containing three CaSO4 Tm dosimeters are to be placed around each site. A copy of our siting and placement criteria are enclosed for your information.

At this time we request your cooperation to allow some of our TLD stations to be colocated with some of the TLD stations operated by the Yankee Rowe Station.

We have scheduled a meeting for December 10, 1979 between NRC and the Massachusetts Departments of Health Office, Room 770, 600 Washington Street, Boston, Massachusetts. The meeting is scheduled for 2:00 p.m.

The purpose of this meeting is to review the NRC's proposal for locating TLD stations around Pilgrim and Yankee Rowe. We request with the concurrence of the Commonwealth of Massachusetts that a member of your staff be present to participate in the discussion.

It is our intention to place TLD stations.around Rowe on December 13 and 14, 1979. If you wish to cooperate in this program, we request that a member of your staff accompany our personnel so as to identify specifically your present TLD stations with which we desire to colocate our TLD stations.
