Gentlemen:
In response to Mr. D. G. Eisenhut's letter dated September 13, 1979, Mr.
R. W. Reid's letter dated December 17, 1979, and commitments made in our meeting with the NRC Emergency Plan review team during the week of Novem-ber 5,1979, the following is provided.
Attached is a draft of the revised Arkansas Nuclear One Emergency Plan which incorocrates the recommendations of NUREG-0578, NUREG-0610, Emergency Plan-ning Review Guidelines Number One-Revision One-Emergency Planning Accep-tance Criteria for Licensed Nuclear Power Plants, and Reculatory Guide 1.101.
The plan is undergoing further review as implementing, procedures are being developed to further detail the planning to. assure a thorough and workable Energency Plan.
We are soliciting comments from the state and local agencies at this time and will be addressing those coninents as soon as they are available.
AP&L is placing very high priority on completing and implementing this new plan.
Your comments will be extremely beneficial, and we request feedback as soon as possible.

Incorporated in the attached plan is the revised State of Arkansas Emer-gency Operations Plan, Annex Q, Radiological Incident ;,csponse, This revision has been developed since our meetings with the NRC Review Team in November. The State of Arkansas has solicited connents from the public and is now in the process of addressing those comments.
