COMMENTS Oil THE DEPARTMENT OF TRANSPORTATION, FEDERAL AVIATIO!1 ADMINISTRATION DRAFT ENVIRONMENTAL STATEMENT FOR RUSSELLVILLE MUNICIPAL AIRPORT, RUSSELLVILLE, ARKANSAS Thank you for your letter dated November 5,1979, clarifying the classifica-tion of the proposed Russellville Municipal Airport.
In light of your clarification, the staff has again reviewed the Draft Environmental Statement.
It is our understanding that the FAA plans favor an airport location which would place the nearest runway approximately five to six miles from Arkansas Nuclear One and that one possible runway orientation would place an instrument approach and departure path directly over the Arkansas Nuclear One (AN0) site.
At the times of the Arkansas Nuclear One safety reviews, the Russellville Municipal Airport was included in the DOT National Airport Plan, which listed it as having no expansions proposed. Consequently, the Safety Evaluaticn Reports concluded there would be negligible aircraft impact risk.
Were there to be routine low altitude overflights of ANO, then it would be prudent to consider design modifications to assure the safety of the two units in the event of aircraft impact. Hence the environmental and social impacts of aligning the proposed runway toward ANO should include the consideration of such modifications.

McBride DEC 171973 Since the runway alignment has not been finalized and since design modifica-tions to the now completed Arkansas Nuclear One units would be extremely costly, we would request that the runways of the proposed airport be aligned so as to direct air traffic as far from Arkansas Nuclear One as praticable.
