20555 NRC DOCKET 50-321 OPERATING LICENSE DPR-57 EDWIN I. HATCH NUCLEAR PLANT UNIT 1 CONFIRMATION OF COMMITMENTS REGARDING THE SHORT-TERM RECOMMENDATIONS OF TMI-2 LESSONS LEARNED TASK FORCE Gentlemen:

Pursuant to the request of members of the Nuclear Regulatory Commission's staff, Georgia Power Company wishes to take this opportunity to confirm our intentions of meeting those Unit 1 schedule commitments contained in our letters of October 19 and November 21, 1979.

The response to item 2.1.4, Containment Isolation Provisions for BWR's, is hereby revised to cocmit to a modification of the automatic valve reopening circuit which will achieve the desired result of preventing the reset action from opening the isolation valves. This is accomplished by requiring each valve operating switch to be placed in the " closed" position before reset can be achieved. Each of the valves can then be opened individually as required following trip logic reset. This mcdification wi.11 be completed by January 1, 1980, or prior to Unit 1 critical operation, whichever is later, and will fulfill Georgia Power Company's commitment to provide a solution to the requirements of this item.

It should be noted that in the case of Item 2.1.2 of NUREG-0578, Relief and Safety Valve Testing, the BWR Owners Group's position is currently being revised with final resolution to come in 1980. Georgia Power Company endorses the position described in correspondence between Mr. T. D. Keenan, Chairman of the BWR Owners Group, and Mr. D. E. Eisenhut, Acting Director of the Divison of Operating Reactors, in this matter.

If further clarification is required, please contact this office at your earliest convenience.

Very truly yours, MM Oyo R. J. ge117 s
