SUPPLEMENTAL INFORMATION TO AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO.1 PROPOSED TECHNICAL SPECIFICATIONS CHANGE NO. 24 Attachment 1 provides the information requested informally by members of your staff on November 28, 1979 and formally by the letter from Mr. A. Schwencer (NRC) to Mr. W. L. Proffitt (Vepco) dated December 7,1979. This information updates our submittal transmitted by my letter to you, Serial No. 867, dated November 2,1979.

As this submittal contains information proprietary to Westinghouse Electric Corporation (namely, the response to question 6 given in Attachment 1 to this letter), it is supported by previously submitted affidavits signed by Westinghouse, the owner of the information (see Attachment 2 to this letter). The affidavits set forth the basis on which the information may be withheld from public disclosure by the Commission and address with specificity the considerations listed in paragraph (b) (4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the application for withholding or the supporting Westinghouse affidavits, should reference CAW-79-46, and should be addressed to R. A. Wiesemann, Manager, Regulatory and Legislative Affairs, Westinghouse Electric Corporation, P. O. Box 355, Pittsburgh, Pennsylvania 15230.

Dear Mr. Denton:

The proprietary material for which withholding is being requested by Virginia Electric Power Company (VEPCO) is of the same technical type as that proprietary material previously submitted in connecticn with an NRC Staff reload review. The previous application for withholding, AW-76-10.

was accompanied by a non-proprietary affidavit signed by the owner of the proprietary information, Westinghouse Electric Corporation. The subject proprietary material is being submitted in support of the reload review associated with VEPC0's North Anna Power Station Unit 1, Cycle 2.

On March 2,1977, Westinghouse submitted a proprietary affidavit to supple-ment the non-proprietary affidavit accompanying application for withholding .

AW-76-10. Because the reload review material associated with Unit 1, Cycle 2 is of the same technical type as that associated with the pr.evious reload review, the proprietary affidavit submitted to supplement the previous justification is equally applicable to this material.

Accordingly, this letter authorizes the utilization of the previously fur-nished affidavits in support of the reload review associated with VEPCO's North Anna Power Station Unit 1, Cycle 2.
