I am pleased to inform you that the Nuclear Regulatory Commission has approved your proposed agreement under which the State of Rhode

Island, on January 1, 1980, will assume certain of the Commission's regulatory authority over byproduct, source and special nuclear materials in accordance with Section 274 of the Atomic Energy Act of 1954, as amended.
On behalf of the Commission, I congratulate you, your staff and the State of Rhode Island for taking this important step in Federal-State relations.
I regret very much that I will be unable to be in Providence on December lith.
I have, however, signed the formal documents today and have asked Mr. Wayne Kerr, Assistant Director for State Agreement Programs, to meet with you to complete the agreement.
