May 10, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-79-44 This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Virginia Electric and Power Company Surry, Unit Nos. I and 2 Docket Nos. 50-280 and 50-281 Surry County, Virginia

SUBJECT:

EOMB THREAT At 7:45 p.m. on May 9, 1979, the Plant was informed by local Law Enforcement Authorities that the Surry County Sheriff's Office had been notified by a Norfolk telephone operator that a call was received stating "There is a bomb in the Surry Power Plant."

At 8:45 p.m.,

the plant was ordered evacuated by the Plant Manager as a precautionary measure. The evacuation did not include control room operators or the security force.

Search of the plant was completed in accordance with procedures at 10:45 p.m. with negative results and personnel were readmitted to plant.

The licensee notified the FBI.

There has been media interest. A news release is not planned by the licensee or NRC. The Commonwealth of Virginia has been informed.

The IAT was notified.

Region II (Atlanta) received notification of this occurrence from the onsite IE Safeguards Inspector at 8:30 p.m. on May 9, 1979.
