PRELIMINARY NOTIFICATION May 25, 1979 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-79-42B This preliminary notification constitutes EARLY notice of an event of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Virginia Electric and Power Company Surry, Unit Nos. I and 2 Docket Nos. 50-280 and 50-281 Surry County, Virginia

SUBJECT:

Dt. MAGE TO NEW FUEL ASSEMBLIES This supplements PN 79-42A issued May 9, 1979.

On May 24, 1979, the licensee offered a $25,000.00 reward for information leading to the arrest of the individual (s) responsible for the fuel damage.

The FBI is continuing its investigation on site.

They are being assisted by a Regional Safeguards Inspector. A report from Westinghouse states that their analysis indicates the substance on the new fuel assemblies was definitely sodium hydroxide.

Examination for possible dam:.ge to the new fu21 has not been completed.

The licensee has increased the security of the fuel building by the use of guards and additional barriers and has reduced the number of individuals alle.ed access to the building.

Both units remain shut down, Unit 1 for seismic reanalysis and Unit 2 for steam generator repair.

The IAT has been notified.

IE Information Notice 79-12, dated May 10, 1979, regarding this incident has been issued to all facilities.

Although there has been continuing mdia interest in this event, additional attention is expected because of the reward.

The Commonwealth of Virginia is being kept informed.
