PRELIMINARY NOTIFICATION May 9, 1979 FRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT -- PNS-79-42A This preliminary notification constitutes EARLY notice of an event of POSFIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

VIRGINIA Electric and Power Company Surry Units, Nos. I and 2 Docket Nos. 50280 and 50281 Surry County, Virginia

SUBJECT:

APPARENT DAMAGE TO NEW FUEL ASSEMBLIES This supplements PNS-79-42.

The FBI investigation is continuing.

A Region II Senior Investigator is enroute to the site to assist the Resident Inspector and Safeguards Inspector.

The licensee has increased security at the Fuel Building of this site as well as at the Nerth Anna Power Station.

The licensee has reported another vandalism, however, no relationship to the vandalism of the new fuel assemblies has been established. At 8:00 a.m.

on May 9, the licensee determined that an oscilloscope had been vandalized by a liquid solution of borax and water.

The oscilloscope has an estimated value of $4,000.00 and was in an unlocked protective case and stored in the locked South Annex building which is located outside the protected area.

Investiga-tion of this additional act of vandalism has been initiated by the licensee.

IAT was notified.

No press release is planned by the licensee or by Region II.

The Commonwealth of Virginia has been notified.

Region II (Atlanta) received notification of this occurrence by telephone from Regional Safeguards Inspector at 11:45 a.m. on May 9, 1979.
