January 5, 1979 PRELIMINARY NOTIFICATION 0F SAFEGUARDS EVENT--

PNS-79-01 This oreliminary notification constitutes EARLY notice of events of POSSIBLE d

national security or pubfic interest sianificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Virgil C. Summer Unit No.1 South Carolina Electric and Gas Company Docket No. 50-395 Jenkinsville, South Carolina 29065

SUBJECT:

VANDALISTIC MINOR FIRES Fires, due to apparer.t acts of vandalism, occurred at the Virgil C.

Summer construction site on December 13, 24 and 27,1978.

Fire loca-tions included an Auxiliary Building wire run, one portable toilet located inside a building under construction, two exterior portable toilets located elsewhere on the site, one AC electrical panel, and the control room roof.

No personnel injuries resulted and the licensee estimates that total damage wts less than $5000.

An employee believed responsible for at least one of the fires has terminated his employment.

The licensee has increased security measures aimed at preventing further incidents.

There has been local media interest in this event.

A news release is not planned by the NRC or the licensee.

The State of South Carolina has been informed.

The IAT has been notified.

The site is approximately 805 complete.

There is no #uel on site.

Region II (Atlanta) received notification of this occurrence by telephone from the licensee at 3:30 p.m. on January 2.
