h PRELIMINARY NOTIFICATION April 24, 1979 PRELIMINAR) NOTIFICATION OF SAFEGUARDS EVENT --
PNS-79-36 This oreliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information oresented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

THREAT LETTERS A local radio /TV station WMT-TV in Cedar Rapids, Iowa received a letter on Acril 23, 1979 from the Eastern Iowa Anti-Nuke Vigilantes taking credit for two acts of industrial sabotage at the Duane Arnold Plant.
They also claim to have 100 grams of plutonium which they threaten to use to cause contamination of corporate headquarters and the residence of Mr. Daane Arnold, the president of the utility unless the plant is closed down by May 4,1979.
They claim that the plutonium was taken from the Rocky Flats Plant.
The nanager of the DOE Rocky Flats Area Office advised WMT-TV that there is no evidence of missing plutonium from the plant and that the claim of theft was probably a hoax.
Mr. Duane Arnold also received a letter on April 23, 1979 from the Eastern Iowa Anti-Nuke Vigilantes which contained language and threats similar to those contained in the letter received by WMT-TV.
Both letters have been turned over to the Resident FBI agent in Cedar Rapids for appropriate investigation.
This group has previously sent threat letters to Mr. Duane Arnold (PNS-79-08 and 10).
The nossibility of news media coverage exists.
The State of Iowa has been notified. The I AT has been notified.
FBI Headquarters has been advised.
IE received notification of this occurrence by telephone from the DOE Emergency Operations Center at 5:50 p.m. on April 23, 1979.
