Nine Mile Point Nuclear Station, Unit 1 (DN 50-220 Niagara Mohawk Power Corporation Scriba, New York Subj ect:

UNRESTRICTED ACCESS TO PROTECTED AREA At approximately 8:35 p.m., February 6, 1979, a Region I (Philadelphia) health physics inspector arrived at the site for an narnunced backshift inspection.

The inspector entered the access point.

He e;; served a guard behind the glass of the guard house access area, however the inspector went unnoticed.

The inspector exited the access control building and proceeded to enter the protected area through the vehicle gate which was in the access mode, due to snow removal operations.

The inspector proceeded to the Administrative Building within the protected area where he entered through an unlocked dooy.

He entered several

' ices and areas within the acministrative/ turbine building but did..et enter any vital areas.

The inspector then informed the Shift Supervisor of his presence and how he gained admittance.

The licensee took immediate action to correct the security faults.

These actions were witnessed by the health physics inspector who has remained on the site. A Region I safeguards inspector is enroute to the site to determine the adequacy of corrective actions, and determine if any other shortcomings exist.

The licensee has initiated an inquiry to determine the circumstances of this event and the need for further administrative action on his part.

The licensee is issuing a press release and Region I already has responded to news media inquiries.

NRC, Regio. I, received notification of this occurrence by telephone from the licensee at 9 a.m., February 7, 1979.
