PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-79-08 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as. initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

RELEASE OF ANONYM 0US THREAT LETTER TO THE LOCAL NEWS MEDIA Region III (Chicago) learned today that the contents of a threat letter (dated November 20,1978) which had been sent to the Iowa Electric Light and Power Company - Chairman.of the Board, were released by the utility to the local news media on January 31, 1979.

NRC had been made aware of the letter shortly after it was received by the licensee and had confirmed that the FBI was investigating the matter.

No PN was written at that time because of the sensitive nature of this information.

According to the utility, the information was made public at this time because of questions raised by a newspaper reporter concerning the possibility of sabotage in connection with the recent jet pump riser flow biockage problem at the Duane Arnold facility (PNO-79-16).

The utility has told the press that, while there is no evidence pointing to sabotage at this time, they have not ruled out that possibility.

The reactor has been shutdown since June 17, 1978, because of the recirculating piping safe end problems.

Region III has been sensitive in the conduct of its inspections to the possibility of sabotage since receipt of the threat letter; no indication of sabotage has been identified.

Region III inspectors are closely following the flow blockage problem.

There has been leciI media interest.

Issuance of a press release is not planned at this time by the licensee or the NRC The State of Iowa has been notified.

Release of the Threat letter was cleared with the FBI by the licensee.

Region III confirmed the release of the threat letter with the licensee by telephone at 10:30 cst on February 1,1979.
