Dear Mr. Seyfrit:

Reference 1 transmitted Nebraska Public Pover District's response to Item No. 3 of the subject bulletin. This latter is written to further clarify, at the request of the I&E Staff, two items in our response.

All safety-related systems at Ceoper Nuclear Station have been in-spected and compared to as-built isometric piping drawings, with the exception of one (1) RHR piping isometric which contains four (4) hangers. NPPD requests an extension of time for verifying this one remaining isometric until the next refueling outage commencing approximately mid-March 1980. This extension of time is necessary to preclude shutdown and drysell head removal specifically for the purpose of inspecting this one section of RHR piping. This request is not considered to represent a significant deviation from the safety goals of IE Bulletin 79-14 because these four (4) hangers represent only .27% of the approximately 1500 hangers thus f ar inspected under IE Bulletin 79-14 with satisfactory results.

Additionally, NPPD requests an extension of time f." the completion of Item No. 3 of IE Bulletin 79-14 until February 29, 1980. By this date our architect-engineer will have completed their assessment of all isometric drawings resulting f rom the inspections performed at CNS.

Based on the absence of safety-significant nonconformances discovered to date under IE Bulletin 79-14, this request is considered to involve . _ s- .
