Subject:

PROPOSED IMPOSITION OF CIVIL PENALTIES - $26,000 This is to inform the Commission that a Notice of Violation and Notice of Proposed Imposition of Civil Penalties in the approximate amount of Twenty-Six Thousand Dollars ($26,000) will be issued to Jersey Central Power and Light Company about January 12, 1979.

This action is 3ased on nine alleged items of noncompliance with NRC regulations and/or license conditions; eight of which are repetitive in nature.

Seven items of noncompliance were associated with the radiation protection program while two items were associated with the pla t security program.

Items of noncompliance associated with the radiation protection program included: failure to take suitable measurements of airborne radio-activity; failure to use engineering controls to limit concentrations of airborne radioactivity; failure to properly use respiratory protection equipment; failure to barricade and conspicuously post High Radiation Area; failure to follow plant radiation protection procedures; failure to properly label containers of licensed material; and failure to conspicuously post radioactive material storage areas.

Item; of noncompliance associated with the plant security program inc'uded: failure to properly inspect parcels being brought onto the site and failure to lock doors into plant buildings.

The State of Msw Jersey will be notified.

The licensee has not yet been specifically informed of this enforcement action.

Following NRC staff evaluation of the response, the civil penalties may be remitted, mitigated, or imposed by Order.
