' NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY.

OPERATING LICENSES AND NEGATIVE DECLARATICN

' The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendments Nos. 32, 32 and 29 to Facility Operating Licenses Nos. DPR-38, DPR-47 and DPR-55, respectively, issued to Duke Pmr Company which revised the licenses for operation of the Oconee Nuclear Station, Units Nos.1, 2 and 3, located in Oconee County, South Carolina. The amendments are effective as of the date of issuance.

The amendments require that spent fuel assemblies stored in designated areas of the Oconee spent fuel pools be decayed a minimum of 43 days prior to spent fuel cask movement.

The application for the amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Comissicn has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of the amendments was not required since the amendments do not involve a significant hazards consideraticn.

The Comission has prepared an enviror: mental imoact appraisal for the revised Technical Specifications and has concluded that an environmental impact statement for this particular action is not warranted because the 1336 018 19 5-7911150

2 Comission he.s detarmined that this is not a major action significantly affecting the quality of the human environment, and that a negative declaration to this effect is appropriate-For further detail with respect, to this action, see (1) the application for amendment dated August 20,1976,(2) Amendments Nos. 32,32' and 29 to License Nos. OPR-38, OPR-47 and OPR-55, respectively and (3) the Comission's related Safety Evaluation and Environmental Impact Appraisal. All df these items are available for public inspection at the Comission's Pubite Document Room; 1717 H Street, NW., Washington, D.C. and at the Oconee County Library, 201 South Spring Street, Walhalla, South Carolina 29691.

A copy of items (2) and (3) may be obtained upon request addressed to the U. S. Nuclear Regulatory Comission, Washington, D. C.
