___ request the Director of Nuclear Reacter Reculation to initiate a prcceeding tursuant to 10 C"R 2.202 and 10 CFR 55.40 for the purocse of sustending er revcking de cperating license for de San Onofre Nuclear Generating Station Unit Cne.

Unit I is not designed to withstand pcssible ground mcticns frm eardquakes en the Newport-Inglewood and Christianites faults and their branches which pass close to de reactor. These grcund motions cculd break ecoling water pipes, cause a less cf coolant accident, and lead to a meltdckn cf the fuel rcds. The additicn cf a ccncrete shell to the reactor dcme and other nodifications are inadequate to insure against darages frm pcssicle grcund cticns during a max 1r1= pcssible eardcuake. The new and relevant inferraticn recarding grou-d rotien pctential was unavailable when the AEr apprcved the desicn criteria cf Unit I cr later when the FFC spprcred structural changes to the unit. Seismic desien criteria for Unit I was based en inadequate data en reasurerents of grcu-d motions clcse to de scurce of de earthquakes. Recent California eardquakes near Santa Barbara in August, 1978, near San Jcse in lugust, 1979, and in Irperial Valley in Cctcher, 1979, have revealed new rd relevant infocaticn abcut ground moticns that was not availacle to the NFC for determining seismic design criteria fcr Unit I.

Eecause pcpulation grcwth near the San Cncfre plant has been acra rapid and ex-tensive than could have been anticipated during the licensing of Unit I, dere are no adequate evacuation plans for the area's residents in the ever cf a less of coolant accident. Approximately nine rillion pecple live in tM area timt cculd te affected by the accidental release cf radioactive gases frcm Unit I.

The State and. local govern-ments are not prepared to evacuate the pcpulation within the shcrt tim betmen de accident and the spread of radioactive gases. Ehen the AEC issued the constructicn permit in March of 1964, it was irecssible to kncw the pcpulation of the recicn whould increase so rapidly.

For the above reascns, and the associated risks to the heals and safety of de people of Southern California, it is imperative that you take acticn to susperd or revcke the crerating license for San Cncfre Nuclear Generating j _aticn Unit I.

S. Nuclear Regulatory Ccmmission, Washington, D.C.

The person making the request must fill in their name near the top of the other side, signing their name at the bottom and filling in the other requested information.

This is net merely another petition indicating your cpposition to nuclear power cr tne San Onofre plant or abstractly calling on the go"ernment to curb tuclear pcwer.

This request will require the Director.cf Nuclear Reactor Regulation to either, institute the requested proceedings or to inform each requesting individual wh; no proceedings were instituted.

If proceedings are instituted, it does not mean Unit I will be closed, but that the license holder will have to adequately respond and tell why the operating license should not be suspended or revoked, or face a hearing on the issue.

If there is a hearing, the license holder must bear the burden of shcwing why the operating license should not be suspended or revoked.

The hearing en the issue wculd also permit testimony frcm parties whose interests might be affected b'; the decision.

Under the federal regulations governing nuclear power plants, any

- person has the right to make the request.

If the request is ianored, or treated in an arbitrary manner, the requesting party mai gc to federal court to compel action on the request.
