Technical Specification 15.3.10.C defines a rod inoperable if "The rod does not step in properly" and, "It shall be assumed inoperable until it has been tested to verify that it does drop".
The subject specification further states, based on the above definition, "No more than one in-operable control rod shall be permitted during sustained power operation".
