COMANCHE PEAK STEAM ELECTRIC STATION 1981-83 2300 MW INSTALLATION SUPPLEMENTAL RESPONSE TO NRC INSPECTION REPORT NO. 78-18 DOCKET NOS. 50-445 and 50-446 FILE NO. 10130

Dear Mr. Seidle:

This is to advise you of our intention to modify our approach to surveillance of welding operations as previously described to you in our Letter No.

TXX-2927 dated December 20, 1978. This modification is based on our evalu-ation of the benefits of the program outlined to you in the subject letter, significant improvements in the CPSES welding program, and formal controls that have been established by the contractor through the site Welding Engineering Department.

Prior to November 1, 1979 and following revision of established procedures and development of a new procedure, we plan to implement the following program:

1) Weldiag Engineering will continue to monitor all welders involved in permanent plant construction on a fou" teen day cycle as currently established in Procedure WEI-3, Rev.0.

The existing nonconformance system will be implemented.

2) Results of the Welding Engineering efforts will be routinely reviewed by the Site Quality Engineering Group, to verify that CPSES QA Program Requirements for Corrective Action are implemented in a timely manner.

3) QA Staff personnel will perform an independent surveillance of welders working on safety-related insto?lations using a random sampling program. Results of this ,>rogram will be used to make adjustments, as required, to the Welding Engineer-ing Program.
