This is in reply to your letter dated June 29, 1973 requesting that we review your planned usage of a nuclear power plant simulator for a PWR and a BWR that will be used in operator and senior operator training programs for employees of Philadelphia Electric Company, Public Service Electric and Gas Company and General Public Utilities.
As we have discussed with your staff, we do not evaluate a simula-tor as an entity, but only in the context of an overall training program.
Consec,uently, our review included the information contained in your document, entitled, " Typical Nuclear Power Plant Training Programs."
3ased on our review of your letter, the training prcgrams, the de-tailed specifications, and meetings with representatives of the utilities involved, we have determined that:

Individuals who successfully complete the proposed initial training program, including the use of the nuclear power plant simulators, will meet the eligicility requirements pursuant to Sections 55.25(b) and (c) of 10 CPR Part 55 to sit for examinations prior to initial criticality at the following generating stations:
3WR PWR Limerick Units 1 & 2 Salem Units 1 a 2 New'aold Island Units 1 & 2 Three nla Island Units 1 & 2 Parked River Unit 1.

and the proposed simulators, although based on adequate performance specifications, are as yet unproven.
Consequently, the policy stated above will be reconsidered in light of the demonstrated performance of the initial groups of trainees.
We note that your submittal, entitled, Detail Specifications-Nuclear Generating Station Training Simulator addresses the possibility of using the simulator for training operators and senior operators from other utilities.
We cannot determine the amount of credit that may be given for the use of the simulators in other training programs without evaluating the specifics of each training program.
