Dear Sir:

1 This letter refers to inspections conducted by members of the Region I Regulatory Operations staff on August 14-17, 1972.

and March 26-28, 1973 of your activities authorized under AEC License Nos. CPPR-40 and CPPR-66 and to discussions by the Region I inspector at the conclusion of the inspections, and

to several meetings of the Director, Region I, Regulatory Operations, and his staff with management representatives of the Metropolitan Edison Company and General Public Utilities Service Company following the inspections.

The number and significance of deficiencies identified in the inspection conducted on August 14-17, 1972, indicated a need to discuss the adequacy of the implementation of your quality assurance program for the construction of the Three Mile Island facilities with top marragement representatives of your organi-j zation and appropriate members of your staff.

This matter was -

discussed by the Director, Region I, Regulatory Operations, in a meeting with'the President, General Public Utilities, and members of their respective staffs on November 9, 1972'.

In addi-tion, results of the inspection of March 26-28, 1973, including a number of observed deficiencies, were discussed at the site immediately following the inspection with Mr. W. A. Verrochi, Vice President, Design and Constructica, General Public Utilities Service Company, and other members of his staf f.

Subsequent to the discussion of the inspection findings at the site following the March 26-28, 1973 inspection, meetings in which these =atters were again discussed were held in the Region I offices at the i

request of General Public Utilities Company on May 1,1973 and May 8, 1973, with the President, General Public Utilities and mecbers of your respecti'le s t2f fs.

w these meetines there is a clear understanding on your part of the level of quality assurance perfor=ance expected by the AEC and of its requirements.

It is necessary that ennagement action be taken proco'ly to c

assure that those personnel involved in the construction, fabri-cation, and installation of the nuclear power plant, are given instructions on the need for strict adherence to AEC requirements and the implementation of your quality assurance program as required by Appendix B,10 CFR 50, including an understanding that these requirements are issued for tha protection of your emolovaes and the nrotaction of the public.

This letter constitutes a notice sent to you pursuant to tne provisions of Section 2.201 of the AEC's " Rules of Practice",

Part 2, Title 10, Code of Federal Reculations.

reply, lacluding:

(1) correcc1ve aceps walen have been or will be taken by you, and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full coroliance will be achieved.

Fevever, in view of the content of your unsolicited letter of Pay 15, 1973, which addresses the specific violations as contained in the enclosure to this letter and caets the requirc: ants of Section 2.201 quoted above, no further reply is necessary.
