o ENCLOSURE In a TVA letter from J. E. Gilleland to J. P. O'Reilly, of NRC dated August 14, 1978, TVA's approach in complying with the requirements of the subject bulletin for Browns Ferry Nuclear Plant is outlined.

Refueling outages for the three units have now been completed. Bergen-Paterson snubbers of external pipe configuration were subject to inspection under the following conditions:

1.

Serial (lot) numbers were within the suspect range.

, 2.

Lot numbers were not legible.

3.

Lot number tags were not attached.

The results of our investigation are shown in the attached table and summarized as follows:

Investigation of unit 3 snubbers dur ng the September 1978 refueling d

outage revealed no snubbers to have lot numbers in the range of interest.

However, three spare snubbers in the storeroom did have lot numbers in this range. All three accumulator springs were rusty and one was broken.

All springs were replaced.

Thirty-one snubbers were removed from unit 1 during the December 1978 refueling outage for accumulator spring verification.

Before disassembly all snubbers were functionally tested and all met the operability requirement. During the outage, some snubbers were not disassembled because of time limitations. However, they were identified and subsequently disassembled for spring inspection. Twenty-nine snubbers contained petro-chemical-coated type accumulator springs.

One spring was in good condition; all the rest were rusty.

Twenty-one of these springs were also broken. Two snubbers contained teflon-coated accumulator springs.

Oae spring was in good condition and org had some rust spots.

Three snubbers were removed from unit 2 during the April 1979 refueling outage to check accumulator spring condition.

One snubber contained a petro-chemical-coated spring which was rusty and broken. The other two snubbers contained teflon-coated sprPags which were in good condition.

In total, 37 snubbers were examined and 23 had broken accumulator spri.ugs.

All snubbers were functionally tested before being disassembled; all met the functional test acceptance criteria.
