Dear Mr. Bixel:
The Commission has issued the enclosed Amendment No. 29 to Facility ')perating License No. DPR-6 for the Big Rock Point Plant.
This amendment consists of changes to the Technical Specifications in response to your recuest dated September 7,1979.
This amendment incorporates in the Technical Specifications a procedure for reactor startup in the event neutron sources strength is below that which provides the currently specified minimum count rate on out-of-core nuclear instrumentation.
We have approved this change only for_the October 1979 startup and Cycle 16 operation. This modification'to your request has been discussed with and agreed to by your representative.
Copies of our related Safety Evaluation and Notice of Issuance also are enclosed.
