We have reviewed ycur res:ense to cur letter dated February 2,1978, ir regard to the p tential for the reacter cavity annulus seal ring c beccme a destructive missile in the event cf a less-cf-ccolant accident pipe break inside the reactor cavity.
In your response, you indicated that the seal ring is in a raised
- csition and dces not form a seal between the vessel and the cavity during reacter cperation. One licensee has informed h"RC that for their seal ring the raised position does not eliminate ;he ;essibility that the seal ring could beccme a missile folicwing a ;cstulated reactor coolans pipe rupture inside the reactor vessel cavity. Therefore, pursuant to 10 CFR 50.54 (f) of the Ccmmission's regulations you are requested to (a) demonstrate by appropriate analysis that the seal ring c,annot become a destructive aissile during centinued long-t,erm cperation
- nd that it poses no threat to the health and safety of the y:ublic; or (b) furnish, a statement that the seal ring will be removed by no later than the nex refueling cutage.
Please respend witnin 60 days of ycur receipt of this letter.
